This tender is for commissioning of specialist services for the victims and survivors of Domestic Abuse.

The provider will ensure that the services are delivered in a non-discriminatory manner whereby it supports victim survivors of all ages, genders, ethnicities, sexualities religions, education levels, socio-economic statuses, and backgrounds.

For the purposes of this Service Specification, providers are required to have read and adapted their practice in line with the Domestic Abuse Act 2021.

two.2.4) Description of the procurement

The Crime and Disorder Act 1998 places a statutory requirement on local authorities to monitor the level of domestic abuse in their communities and establish partnerships in order to work together with other agencies to highlight the issues and co-ordinate a response.

The London Borough of Bromley has a long history of committing to tackling domestic abuse. Domestic abuse is identified within the Safer Bromley Partnership (SBP) Strategic Crime Assessment Report 2021 and the London Borough of Bromley's Intergenerational Domestic Abuse Strategy 'Making Domestic Abuse Everyone's Business' 2021-24 as a key priority for the borough.

This tender is for commissioning of specialist services for the victims and survivors of Domestic Abuse.

Evaluation of the tender is based on the CIPFA evaluation model and in full compliance with all procurement Directives, the Council's Contract Procedure Rules and stated criteria. Evaluation of the criteria for quality issues etc. will also include the operation of a minimum score threshold. If a proposal received a score below the required threshold then the bid may not be considered further. The minimum acceptable score is a requirement to obtain at least half of the available points in any particular area.
