two.1.4) Short description

The London Borough of Camden is seeking to procure a service for an 8 bed Residential Children’s Home for Children Looked After aged between 12 and 17 years old.

The children and young people are ‘Looked After’ by the Council in line with the requirements of the Children Act 1989 and the Children Act 2004. The service will also accommodate Asylum Separated Children who approach the local authority in line with our duties.

The children referred to this service will have varying and complex needs. Many will have experienced family breakdown and or a history of unsuccessful placements. Alongside this they may have experienced physical, emotional sexual abuse, child criminal exploitation and or be at risk of significant harm. Many of the children will be traumatised by their experiences.

The service will be based in Camden in a property which is a property owned by Camden Council. The successful bidder will enter into a lease which will run co-terminus with the duration of the contract.

two.2.4) Description of the procurement

This tender falls under the Light Touch Regime of the Public Contract Regulations 2015. This allows the Council to design its own procedure provided that it:

• Compiles with the principles of equal treatment and transparency.

• Carries out the procedure in conformity with the information included, and

• Sets time limits that are reasonable and proportionate.

A one-stage process will be used where suppliers are required to submit responses to both Selection Criteria (assessing technical capacity and experience) and Award Criteria (assessing proposals for delivering the service).

Suppliers must pass all pass/fail Selection Criteria including project specific questions to have their Award Criteria Assessed.
