two.1.5) Short description of the contract or purchase(s)

BACKGROUND:

As the current assets under the Ministry of Defence’s (MOD) SKYNET programme move towards their end of life, procurements have been identified to ensure next generation replacement equipment is available to maintain or improve the MOD’s communication capability. Within this context, the FPM project is to replace the role of the current Paradigm Modem Systems.

SCOPE:

A new military modem system is required to ensure continuity of satellite communications through the end of life of the Skynet 5 series of satellites and the introduction of the new Skynet 6A satellite, which is due to enter service in 2026. The Authority’s preferred option is to procure a Military-Off-The-Shelf (MOTS) solution to replace the existing modem systems, which is the subject of this procurement. Please refer to Section 2 of the ‘Dynamic Pre-Qualifying Questionnaire – Additional Information’ for more information

REGULATORY EXEMPTIONS AND EXCLUSIONS INFORMATION:

This procurement is not subject to the application of the Public Contracts Regulations 2015 (PCR) and the Defence and Security Public Contracts Regulations 2011 (DSPCR) pursuant to Regulation 7(1)(a) DSPCR in conjunction with Regulation 6(3A)(a) DSPCR in order to protect the essential security interests of the UK.  The obligations, rights and remedies under the PCR and/or DSPCR therefore do not apply to this procurement.
