The service involves taking tests from employees, who may be based anywhere in Leicestershire however the agency must be able to provide a nationwide service. The employees are based over numerous sites which are majority all within Leicestershire but testing agencies must be able to travel nationwide at any time (24-hour service) to respond to a need for with-cause testing whilst outside of Leicestershire.

two.2.4) Description of the procurement
A testing agency is required to provide Drug and Alcohol Testing Services for Leicestershire County Council and ESPO (Eastern Shires Purchasing Organisation) staff in safety critical roles, on a planned and 'with cause' basis.
An estimated 600 tests per annum may be required however exact numbers cannot be forecasted.
The contract shall be 12 months with extension options up to 48 months. The total contract term shall not exceed 60 months.
The service involves taking tests from employees, who may be based anywhere in Leicestershire however the agency must be able to provide a nationwide service. The employees are based over numerous sites which are majority all within Leicestershire but testing agencies must be able to travel nationwide at any time (24-hour service) to respond to a need for with-cause testing whilst outside of Leicestershire. Drivers could be travelling anywhere within the U.K at the time of requirement. For example, in an on-road incident has occurred.
With cause testing is time sensitive and must be conducted within 2 hours of call out.
With Cause Testing is carried out at the roadside or on site depending on circumstances. Random testing is saliva testing but, with-cause / assurance testing is a urine test. Alcohol testing involves the use of an electronic breath-testing device.
All the sites that require planned testing except 1 are Leicestershire based. A testing programme will be provided. Random site visits per site could be between 3-6 per annum with a maximum of 6 visits per site. Planned testing (non - urgent) will be with notice with all sites and addresses provided.
