two.2.4) Description of the procurement
General:
Great Places Housing Group (GPHG) is a forward-thinking, inclusive and successful organisation which exists to improve the lives of the thousands of people living in its portfolio of over 24,000 homes.
The purpose of this Prior Information Notice (PIN) is to engage with suppliers that may be interested in the upcoming tender opportunity for the installation of tech enabled care equipment at 17 GPHG locations. GPHG wishes to conduct soft market testing (SMT) with relevant, interested suppliers.
GPHG is ensuring that this SMT process is run in a fair and transparent manner. Any relevant information made available in this process will also be made available during the procurement process. Potential suppliers should understand that this notice does not commit GPHG to proceeding to procurement at the time indicated or at all. The total contract value is estimated to be in the region of c. £525,000 (Excluding VAT).
Specific Requirement:
GPHG is seeking Technology Enabled Care (TEC) providers to supply digital enabled, innovative, adaptable, affordable and reliable TEC to our Independent Living services from July 2024.
GPHG seeks TEC that supports customers to maintain their independence and includes but is not limited to:
1. Daily welfare check, including self check-in by customers (“I’m OK” or similar function, including, for example, access via mobile app for customers);
2. Remote monitoring of usage data on secure network methods (Such as ETL; FTP, VPN or similar) by colleagues across the business;
3. Additional functionality to support customers, in particular additional functionality to support the delivery of Extra Care services including, for example, peripheral technology such as geo-fencing, falls monitoring, daily routine monitoring, carer check-in monitoring.
4. Secure data storage to support data collection and monitoring to review and monitor services and develop services based on changing customer needs identified by trends;
5. Open protocol equipment that can be maintained and repaired by a range of suppliers, &;
6. Compliance with cyber security standards and data protection legislation.
17 schemes require new equipment to be installed, comprising of 5 Extra Care schemes and 12 sheltered housing/Independent Living schemes. The stock is situated across the North West from Blackpool to Stockport, with one scheme based in Barnsley.
Great Places requires that the equipment supplied has a life span of c. 10 years. The tender will include replacement systems at any other schemes owned by Great Places within the next 5 years, if appropriate to the service provision.
A Supplier Engagement Day will be held on Friday 27th October 2023 at GPHG’s Head Office (Address: 2A Derwent Avenue, Didsbury, Manchester, M21 7QP) to engage with suppliers that may be interested in the upcoming tender opportunity for the new Tech Enabled Care contractual service requirement.
The objectives of the Supplier Engagement Day are as follows:
1. Understand supplier competency; capacity; operations and sector experience;
2. Understand pricing mechanisms and how to secure best value &;
3. Gauge market interest and understand potential barriers to bidding.
