Following the extension of the Highways Term Service Contract and the Street Lighting Term Service Contract (see Voluntary Transparency Notices Ref: 2024/S 000-010973 and Ref: 2024/S 000-010976 respectively) the London Borough of Hillingdon is seeking to procure Term Service Contracts to commence from April 2026.

The intended timeline is to publish the opportunity in May 2025. This PIN is to inform prospective bidders of LB Hillingdon’s intention to commence the procurement in May 2025 to;

• Ensure suppliers are suitably prepared for a procurement process to establish a deep understanding of LB Hillingdon requirements;

• Provide a formal route for gaining market intelligence from the supply market about the best way of meeting LB Hillingdon’s requirements and potentially develop innovative solutions, to achieve better value outcomes for Hillingdon’s residents;’ and

• To enable the widest selection of suppliers to engage in the process.

Indicative contract term –Initial contract term of five years with extending options ( three + two years)

Proposed Contract Agreement – NEC 4

Estimated total value - £119m over full period including extensions

Pre - market engagement/ supplier engagement sessions to be held between Sept 2024 and January 2025.These engagements sessions will consist of;

• LBH - Brief overview of requirements including:

o Current service delivery model

o Approach to planning and works ordering

• Detailed supply market analysis including:

o Cost drivers

o Sector Challenges

o Opportunities for innovation (commercial, technological)

• Approach to packaging LBH requirements including;

o Contract terms

o TUPE

o Supplier interest

o Facilities

The current term service contracts are as follows:

Highways Term Service Contract - comprises of Highway management and maintenance (resurfacing of footways and carriageways, pothole repairs and drainage works), highway improvement works), town centre improvement, minor bridge maintenance, public realm investment projects, cyclic gully cleansing, residential vehicular crossovers & reactive maintenance and task order works instructed on an ad-hoc basis.

Street Lighting Term Service Contract - The Street Lighting Term Service Contract comprises of project management, delivery of routine inspection and test, non-routine maintenance of street lighting and other powered apparatus, investment works, and task order works instructed on an ad-hoc basis.
