Background of the project.

In June 2019, the UK committed to a target of net zero greenhouse gas (GHG) emissions by 2050. Upgrading the UK's existing housing stock is recognised as one of the most challenging policy and technical issues in meeting this 2050 net zero target. Today, buildings account for 17% of the country's GHG emissions, the majority of which is the result of the direct use of fossil fuels for space and water heating.

With over 26m homes in the UK, there are millions of individual retrofit interventions that need to be coordinated nationally, regionally and locally. The size of the problem is enormous, and currently there are not enough tradespeople with relevant skills to carry out the work at the scale required. Based on a five-day working week of forty hours per week, we will need to decarbonise around eight homes every minute for the next 29 years to help the UK achieve its ambition of net zero carbon emissions by 2050.

By doing nothing, the domestic retrofit sector will remain fragmented, delivering insufficient and poor-quality installations for consumers, and the UK will fail to meet the government's 2050 net zero target.

Our extensive research in the space has identified three areas of concern for skills in the low carbon transition - namely quantity, quality and complexity.

ESC has interviewed over 100 individuals and organisations to understand the skills requirements for the transition to net zero in the UK. Cross-sector workshops have shown there is a near-universal agreement from industry to address these barriers now, and with a comprehensive rather than a piecemeal approach. It is imperative that the skills agenda is developed in tandem with the overall Heat in Buildings strategy for the UK, and as part of a wider package of policy measures to decarbonise our building stock.

The Energy Systems Catapult wishes to appoint suitably qualified consultants to help it define the future skills requirements for the decarbonisation of domestic properties, as well as help to shape and create training modules and curriculum to meet these future skills requirements.

The Energy Systems Catapult is interested in expertise from different sectors, from the perspective of enabling innovation for a new paradigm that focuses on delivery of services that consumers value.

We estimate ~£1m of work to be generated per annum (dependent on funding being secured).

Within the Dynamic Purchasing Systems (DPS) documents you can request access to and download you will find a guide to how the DPS will work and how ESC will issue "Calls for Competition" you will be invited to bid for work as and when it arises.

The DPS is a two-stage process. First, in the initial setup stage, potential suppliers complete a self-certification Standard Questionnaire which must be fully completed and signed and submit any supporting evidence to meet the minimum criteria set.

All suppliers who meet the selection criteria will be appointed to the DPS and there is no limit on the number of suppliers. Suppliers can apply to join the DPS at any point during its lifetime, therefore if you do not feel the time is right you can apply to join at any time in the future while the DPS is running. It is currently envisaged to run for at least 4 years and may well be extended providing it is still fit for purpose.
