two.2.4) Description of the procurement

Bullers Wood Multi Academy Trust was formed in February 2018 following a successful application under the Free Schools programme to open a secondary boys’ school to join the existing and very successful girls’ secondary school and 6th form college.

The Trust employees approximately 300 staff and educates 2260 students.

Constructed across multiple building on an historic estate, Bullers Wood School for Girls and 6th Form is located in Chislehurst, Kent. There are approximately 1100 students in years 7-11 and 440 co-ed students in years 11 and 12.

Just up the road, the new state-of-the-art Bullers Wood School for Boys, currently provides education to 720 students in years 7-10. After 2 ½ years in temporary accommodation, the Boys moved into their new building in February 2021. In September 2022, the final 180 student cohort will join and complete the school with a capacity of 900 students.

The tender project is seeking to appoint a contractor whose initiative and innovation will be welcomed for the provision of cleaning services within the facilities for each school in the Trust. The high-quality service levels proposed, should maintain excellent standards throughout, resulting in a pleasant environment for both the pupils and staff at all schools.

The basis and rationale that the Client requires the successful contractor to operate to at all times, is being able to provide a School that is fit for purpose and that the Contractor is proactive in the management of the contract, thus ensuring that all specifications are achieved and that the frequency of cleans is as detailed within the Tender Specification.

The contract being tendered is for three years in duration from 1 September 2022 until 31 August 2025 with an option to extend for up to a further 2 years at the discretion of the client. The contract will be fixed price in nature, with the Contractor invoicing the Client for one-twelfth of the annual cost on a monthly basis.

It should be noted that the successful contractor will be expected to bring to the contract: innovation; new equipment; and cleaning methods, with BICSc standards being achieved, as a minimum, thus ensuring that the highest levels of cleanliness are maintained in all areas at all times and also ensuring that the productivity of the cleaning operatives is enhanced moving forward into the new contract term.

Please note also note that this is a growing Trust. Should any other schools join this Trust during the course of this contract, these schools may, at the discretion of the client, be added to this cleaning contract.

Bullers Wood Girls’ School

•At present there are 8 cleaning staff employed at this school to deliver 266 hours per week of cleaning.

•There are incumbent members of cleaning staff who are members of the Local Government Pension Scheme

•The annual value of the current contract at this school is £139,685

Bullers Wood Boys’ School

•At present there are 7 cleaning staff employed at this school to deliver 150 hours per week of cleaning.

•There are incumbent members of cleaning staff who are members of the Local Government Pension Scheme

•The annual value of the current contract at this school is £93,207

Total per annum for both schools: £232,892

The total value of the current cleaning provision across the Trust is £1,164,460 (total of both school’s current annual cleaning costs, multiplied by 5 (the full potential contract term of 5 years)

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

The contracting authority reserves the right not to award any or part of the contract which is the subject of this contract notice and reserves the right to terminate the procurement process at any time.

The contracting authority will not be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.

The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
