Bluelight Commercial on behalf of the Home Office and Police Digital Service are issuing this RFI to gather market intelligence/information. This will provide a better understanding of the capacity of the market for providing a managed service, a cloud hosting platform with software and data migration to the hosting platform that could be used for the Disaster Victim Identification software. The DVI product is provided by KMD PlassData. The solution is used by Police Forces and other Law Enforcement clients across the British Isles. This document is intended to set the scene for some early pre-market engagement with potential suppliers, such that the Home Office can test its thinking with the marketplace. The purpose of this is to enable the marketplace to provide information on compliance to high level requirements, timescales and rough order of magnitude costs, to enable early indications of compatibility with possible suppliers to deliver the needs of the Home Office. There is a focus on a supplier being able to migrate the current software and data (or install a new instance with archived data) to a cloud hosting platform they provide, as well as a managed service. The responses will be used by the Home Office to establish whether there are suitable suppliers for their needs and decide the future direction for DVI hosting. It is important to note that this PIN is not a call for competition and as such potential providers will need to express interest in any future tender opportunity once a contract notice is published in Find a Tender Service (FTS). This PIN is not a pre-qualification questionnaire and is not part of any pre-qualification or selection process and is intended as an awareness, communication, and information gathering exercise only to help inform a subsequent procurement exercise. If a subsequent procurement process is undertaken, this could be published in November/December 2024 under the new Procurement Act 2023.
