two.2.4) Description of the procurement

Direct award for Acute CDC Phlebotomy Service to Current Provider under new PSR Regulations Option C. This is the second Award under Option C and is allowed within the current PSR Regulations. Contract is continued, in part, as the current provider (GPPC) also deliver other Acute and NEECS services from the CDC which allows both ease of management for the services and greater access for Acute Phlebotomy patients and patients GPPC seen under their PES Phlebotomy contract to support GPs. The PES contract GPPC holds ends in September 2026. The continued use of 6 month contract awards under PSR Option C allows flexibility for Division to review regularly, investigate all options and align to the SNEE ICB PES Contract. PSR Option C allows the Division to have the option to change at short notice if a better model arises or continue if this is best option until SNEE ICB conform their intentions for PES Phlebotomy post September 2026. The current CDC Phlebotomy delivery services commissioned by SNEE ICB and ESNEFT works well when delivered from CDC as a single point of delivery, at this point, for both commissioners and patients.

The following line should be included: ‘This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 8 September 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.’
