two.2.4) Description of the procurement

Neath Port Talbot County Borough Council invites interested organisations to bid to undertake the monitoring and evaluation for the Homes as Power Stations project (HAPS) as part of the Swansea Bay City Deal.

The Swansea Bay City Deal is an investment of up to 1.3 billion GBP in a portfolio of major programmes and projects across the Swansea Bay City Region – which is made up of Carmarthenshire, Neath Port Talbot, Pembrokeshire and Swansea.

The City Deal is being funded, subject to the approval of project business cases, by the UK Government, the Welsh Government, the public sector and the private sector.

In the 15-year life span of the City Deal, the investment portfolio will boost the regional economy by at least 1.8 billion (GBP), while generating more than 9,000 jobs.

City Deal programmes and projects are based on key themes including economic acceleration, life science and well-being, energy, smart manufacturing and digital.

HAPS is a regional project led by Neath Port Talbot County Borough Council on behalf of the four local authority partners in the Swansea Bay City Region (SBCR): Neath Port Talbot County Borough Council, City and County of Swansea, Carmarthenshire County Council and Pembrokeshire County Council.
