The core service includes community nurses. Specialist services also include podiatry, speech and language therapy, and health promotion.

Services treat people in their own homes, or close to home, where they are more comfortable and can continue to live independently. The aim, where possible, is to avoid admission into hospital and enable quicker recovery periods.

Enfield Community Services

The community health service in Enfield provides treatment and support for people with physical healthcare problems in a community setting.

Services treat people in their own homes, or close to home, where they are more comfortable and can continue to live independently. The aim, where possible, is to avoid admission into hospital and enable quicker recovery periods.

In July 2022 Barnet, Enfield and Haringey Mental Health Trust (BEHMHT) gave notice on the provision of the Enfield Community Services (ECS) with the aim being that they divest themselves of the service by December 2022.

During August and into September the ICB has negotiated with BEHMHT on this matter in terms of the timeline and whether this could be extended but it is now clear that BEHMHT are not able to extend this period of notice to allow for a procurement.

Therefore the ICB is left in the position of not having sufficient time to organise a full procurement and therefore must put in place a caretaking arrangement. As such, North Middlesex University Hospital NHS Trust (NMUH) has been identified to take on a caretaking role for ECS for an initial 1 year contract with the option to extend by a further year to accommodate the time needed for a full procurement.

The NCL ICB is undertaking this move using Regulation 32 (2) c of the PCR 2015 and issuing this VEAT accordingly.

Explanation:

On July 22, 2022 Barnet, Enfield and Haringey Mental Health NHS Trust served formal notice of their intention to divest themselves of the Enfield Community Services (see attached). They have indicated in correspondence that they wish the transfer to have been effected by the Winter. This does not give the Contracting Authority to plan and procure a complex contract like this therefore the contracting authority is awarding a contact via a negotiated procedure without prior publication of call for competition under Regulation 32 (2) c of PCR 2015. The contract will be for a period 12 months with an option to extend the contract for further 12 months.
