Norfolk County Council is tendering a contract for the provision of Support for Children and Young People Affected by Domestic Abuse and Unhealthy Relationships. The Provider/s will be expected to deliver one service that operates a primary, secondary, and tertiary preventative model offer aimed at preventing abuse and unhealthy relationships, and supporting those who have been affected, to be delivered in school and community settings. This includes delivering awareness raising work to prevent abuse and unhealthy relationships and direct intervention for those young people aged 5 -19, and up to 25 with SEND, who are victims in schools and communities. This will operate as one contract with the flexibility to cover Norfolk countywide. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
