East Ayrshire HSCP recognise the impact that problematic parental drug and/or alcohol use can have on the development of babies and early years children. We aim to support families who are struggling with drug/alcohol use, but who do not yet meet a threshold for statutory interventions. A whole family approach will be taken to increase resilience and self-coping strategies, improve family relationships and parenting skills.

two.2.4) Description of the procurement

East Ayrshire HSCP recognise the impact that problematic parental drug and/or alcohol use can have on the development of babies and early years children. We aim to support families who are struggling with drug/alcohol use, but who do not yet meet a threshold for statutory interventions. A whole family approach will be taken to increase resilience and self-coping strategies, improve family relationships and parenting skills. Referrals will come from midwives, health visitors, nurseries etc. where parental drug/alcohol use has been identified or suspected. This will be a relationship based model, allowing parents to develop a relationship of trust with support workers, in order to achieve the best possible outcomes for their children. The service will be delivered throughout East Ayrshire in communities, family homes and community hubs. It is expected that there will be some evening and weekend work to accommodate family’s needs. The duration of the contract is anticipated to be for 3 years, with up to an additional 2 years extension if the model is successful. The expected value of the service is 200,000 GBP per annum. EAHSCP do not provide premises at the moment due to COVID restrictions, and so the provider would have to have their own base.
