The Scottish Covid-19 Inquiry’s Listening Project has a requirement for the provision of research and analysis work following a period of public engagement in 2023. This is a Prior Information Notice (PIN) to alert the marketplace of our intention to advertise the forthcoming tender opportunity.
In addition, as part of the pre-procurement process the Scottish Covid-19 Inquiry is seeking views and information from the market in connection with the required services. Please see section VI.3 of this notice for the link to the Request for Information (RFI) on MS Forms.

two.2.4) Description of the procurement
The Scottish Covid-19 Inquiry’s Listening Project is a public engagement project that aims to allow people in Scotland to participate in the Inquiry, should they wish to do so, by sharing their experiences in regards to the Inquiry’s Terms of Reference. The Inquiry hopes the Listening Project will play an important role in capturing the experiences of individuals and groups who may not be able to, or may not wish to, engage with the Inquiry in a more formal capacity.
The Inquiry’s aim is to commence initial pilot activities in December 2022. The information gathered from this engagement and consultation will be synthesised into thematic reports in order to inform the work undertaken by the Inquiry Chair and Counsel. The project will assist the Inquiry in identifying any disparities in the devolved strategic response to the pandemic, including unequal impacts on people.
The Scottish Covid-19 Inquiry seeks to commission a contractor to undertake systematic analysis of the responses to its consultation and engagement activities, where the successful supplier is expected to create rigorous thematic reports for the Inquiry in 2023/24. The overall aim of the contract is to provide robust and timely analysis and reporting on the responses to the consultation and engagement activities ahead of the next investigatory phase of the Inquiry.
