Thames Freeport Overview The Thames Freeport, designated as a Freeport tax site by the UK government on 15 December 2021, is a strategic location near Europe's largest consumer market, home to 18 million people. Committed to decarbonisation and the circular economy, it offers intermodal logistics across river, rail, and road, making it an eco-friendly choice for logistics, manufacturing, and innovation. Located on the River Thames, it includes Tilbury and DP World London Gateway ports, and Ford's Dagenham plant. The Freeport aims to attract £4.5 billion in investment and create 21,000 skilled jobs, acting as a hub for clean energy, advanced manufacturing, and logistics with connections to over 130 ports in 65+ countries. It is part of the UK Government’s initiative to create digital innovation and trade hubs, fostering international investment and job creation. Thames Freeport 5G Programme The Thames Freeport 5G Programme, a partnership with DP World London Gateway, Forth Ports Port of Tilbury, and Ford’s Dagenham site, aims to demonstrate the transformative potential of cutting-edge wireless connectivity. The programme seeks to bridge the digital divide and enhance public services, economic growth, and innovation across various sectors including manufacturing, health, transport, and logistics. Adoption of 5G is crucial for the programme's success, enhancing efficiency, productivity, and service delivery across key sectors. The deployment of private 5G technology at the Freeport sites aims to attract international investment, fostering new business models, services, and applications. This initiative involves creating an ecosystem for innovation, market competitiveness, and improved quality of life for business and residential communities. Due to this programme being funded using a Government funds, the competitive process will observe the Public Contracts Regulations 2015. This PIN is to notify the market of the programme plans to run a Works Open Procedure for the deployment of 5G infrastructure at four key sites: the Port of Tilbury Estate, Tilbury Trust’s Riverside Station Innovation Hub, Dubai Ports London Gateway Logistics Park, and Ford’s Dagenham Estate and Innovation Hub. For avoidance of doubt, Thames Freeport is a private company and no public bodies will be involved in the evaluation / contracting process. Thames Freeport plans to run a pre-market industry day prior to the release of a formal tender process to establish market interest and gain any industry insights, which may help shape the programme and competitive process. We plan to hold the remote session on 06/09/2024 or 09/09/2024.
