Norfolk County Council Public Health is seeking to award a contract to Provider(s) to deliver an NHS Health Check Outreach service on a fixed-term basis to assist in a catch-up project for the NHS Health Check programme within the County . The NHS Health Check programme is a public health programme in England for people aged 40 – 74 which aims to keep people well for longer, as described in detail at http://www.healthcheck.nhs.uk. In Norfolk, NHS Health Checks are predominantly delivered in GP and Pharmacy settings, however as a result of the COVID pandemic, primary care has experienced significant disruption throughout 2020/21, which has impacted the delivery of this programme. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
