two.2.4) Description of the procurement
The Ministry of Justice will shortly commence the procurement for the future Homicide Service.
The Homicide Service is an existing service, which has operated across England and Wales since 2010. The service is highly valued by stakeholders and partners for the emotional and practical support it has provided to bereaved families to support them to cope, and as far as possible recover, following a homicide over the past decade.
During the existing grant period, the service has begun to pilot new services, including support for witnesses of homicide in London, tailored ‘Reachable Moment’ support for young people bereaved through homicide who might be at risk of serious violence, and enhanced support for children, including digital casework and peer support.
Over the life of the new contract, the new service will deliver critical benefits including:
Delivering on the rights and standards of care for victims and witnesses set out in the Victims’ Code.
Delivering the targets set by the Prime Minister, through the Crime & Justice Task Force (CJTF), to significantly improve the experience of victims in the Criminal Justice System and improving access to support for victims.
The future service will be materially similar to the current model for support. Therefore, the Ministry of Justice is seeking a supplier to provide nationwide support to eligible individuals impacted by homicide.
Indicative project milestones include:
Competition Live – March 2022
Award confirmed and transition commenced – December 2022
Launch of the Future Homicide Service – April 2023
The scope of the service is being finalised and will be confirmed in the Contract Notice
