Explanation:

The Authority has a requirement to replace a current capability – Rapid Screening Devices (RSDs). The equipment is vital to support Dstl’s explosive handling capability. Explosive workers safety is Dstl’s primary concern and the RSDs give data which support the risk assessment for which the explosive workers can perform their work safely. Furthermore, there are specific interoperability and safety requirements that must be fulfilled. Thermal Hazard Technology are the only company to manufacture RSDs that meet these requirements and own the proprietary rights. Therefore, they are the only economic operator that is capable of meeting the Authority’s requirement. This procurement is within the scope of the Defence and Security Public Contract Regulations (DSPCR), however the estimated contract value is below the threshold for application of the Regulations.
