The purpose of this Prior Information Notice (PIN) is to notify the market of Belfast City Councils intention to hold pre-market engagement to generate interest and define the requirement prior to the release of a competitive tender process for Technical Support for the Belfast Policing and Community Safety Partnership.

The Council will hold an initial pre-market engagement (PME) session involving a presentation to all organisations who have registered their interest in attending the session on Wednesday 11th September 2024 at 3pm.

As part of the PME process it is anticipated that this may involve follow up sessions with organisations, feedback relating to draft requirement documentation etc. The Council reserves the right to utiilise any of these forms of PME.

two.2.4) Description of the procurement

The Technical Support contract will provide the Council with a Strategic Assessment of Policing and Community Safety Need in Belfast, provide the Belfast Policing and Community Safety Partnership (PCSP) with a Strategic Direction including outcomes for the next 4 years. It will also evaluate the impact of projects on an ongoing basis, to inform targeted annual action plans to meet the strategic outcomes.

The Belfast PCSPs are active partnerships supporting local communities to improve policing and community safety in a complex environment. This Technical Support contract will therefore require an emphasis on context, participation, and co design with PCSP Members and the wider community safety sector across Belfast.

The initial PME session will give a brief overview of the requirements and the procurement process including an indicative timeline.

The session will be run via MS Teams, where a briefing/information presentation will be delivered to all interested organisations. The PME session will be on Wednesday 11th September 2024 at 3pm and will last up to a maximum of 60 minutes.
