The Environment Agency (EA) is seeking expressions of interest and pre-market engagement from suppliers for its Collaborative Delivery Framework (CDF) 2.

CDF2 will deliver asset management activities across the whole of the EA's asset base including Flood and Coastal Risk Management, Navigation and Water Land and Biodiversity assets. The framework will provide both technical consultancy services and construction works that support the EA’s asset management, maintenance, refurbishment and construction programmes of work. The Framework will be required to develop, design and deliver nature based solutions and more traditional hard engineering based solutions. The framework will be used for construction projects in the range of £1m to ~£75m (upper limit TBC). Construction services will likely be split across multiple value lots.

Interested suppliers are invited to complete the short Pre-Market Engagement Questionnaire, with submissions no later than 10am on the 17th of September 2024. Please note this is different to the questionnaire issued in March 2024. This August 2024 questionnaire survey is specifically targeted towards construction suppliers. While it is still our assumption that CDF2 will include consultancy services, consultancy suppliers are not required to complete this survey. Ahead of commencing with the formal tender process, we will conduct further market engagement with all interested parties.

two.2.4) Description of the procurement

The Environment Agency (EA) is seeking expressions of interest and pre-market engagement from suppliers for its Collaborative Delivery Framework (CDF) 2.

We currently expect the framework to be divided into three Lots. Lot 1 will provide strategy, appraisal and design services for projects above £1m. Lot 2 suppliers will be expected to provide simple appraisal and business case services, early supplier engagement to support optioneering, detailed design services, and construction works from a value of £1m to ~£5-10m. Lot 3 suppliers will be expected to provide business case services, early supplier engagement to support optioneering, detailed design services, and construction works from a value of ~£5-10m+.

It is currently proposed that all three Lots will be awarded on a geographic basis to serve the Environment Agency’s regional hubs. Lot 1 and 2 will be divided between 6 geographic hubs. Lot 3 will also involve lots spilt geographically however the areas covered may be larger. Lot 3 may include the option for the authority to run mini competitions for higher value projects.

Suppliers who register their interest will be invited to complete a short pre-market engagement questionnaire, available immediately until 10am on the 17th of September 2024. If you are viewing this notice after this date, please still register your interest via email. All suppliers who register their interest will be contacted about any future pre-market engagement events or initiatives.
