NHS Shared Business Services Limited (NHS SBS) and North of England Commercial Procurement Collaborative (NOE CPC) act in an Agency capacity for and on behalf of its customers (Approved Organisations) – existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS and NOE CPC authorises to use the resulting Framework.NHS SBS and NOE CPC are working in collaboration with each other and intend to put in place a replacement Framework Agreement for the provision of Tech Devices - Link 4 and related Goods and Services to be used by Approved Organisations.
The resulting framework will replace the existing IT Hardware and Services framework (Link3) / Digital Workplace: Hardware (Link3) framework.

The framework covers the supply and associated services of all end user device requirements including desktop PCs, laptops/notebooks, tablet devices , specialist healthcare-related IT Hardware such as laptop carts and clinical displays for IT Hardware and printing & scanning devices and all peripherals relating to these products.

NOE CPC and NHS SBS will incorporate a minimum 10 calendar standstill period at the point information on the award of contract is communicated to tenderers, in accordance with Regulation 87 of the Public Contract Regulations 2015.
Any tenderer wishing to appeal the decision to award the contract, or after the award of the contract appeal the award of the contract, shall have the rights set out in Part 3 of the Public Contract Regulations 2015.
Bidders should note that NOECPC and NHS SBS retain absolute discretion as to whether to accept any offer following evaluation. NOE CPC and NHS SBS is not bound in any way to accept any and reserves the right to make no further contract award under this procurement process. NOE CPC and NHS SBS shall not be held liable for any liability or cost or expense incurred by any bidder in relation to this project whatsoever, including, without limitations, in relation to the preparation of their tender and any subsequent clarification or any legal or other expenses.
