NHS Horizons is continually looking at new thought leadership for change and how this can be transferred into the NHS. In addition, the business model of an internal consultancy lends itself to agile, lime limited commissions that require expertise and flexible capacity. Horizons is therefore looking to establish a partnership with an organisation that has significant improvement expertise and through which there is reciprocity of learning, expertise and resource.

The supplier will be required to:
• Share intelligence and knowledge of large-scale change and improvement
• Able to work in collaboration, and with co-creation as a means of actioning change and supporting programmes of work.
• Support Horizons in working with clients to enable and enact change.
• Provide independent support and critique of Horizons work acting as a critical friend to the team.
• Have sufficient resource to provide capacity into significant pieces of work.
• Able to work in a fast-changing environment and being able to work in an agile way responding to the changing needs of clients/commissions as they arise.
• Support learning in change methodologies and practice for NHS Horizons clients.
• Able to work through informal as well as formal governance and systems.
• Have sufficiently stable financial and resource base that enables continuity over the life of the contract.
