The AEIP Financial Services pillar aims to support wider availability and use of quality financial services in Asean member states to enable greater financial resilience and economic opportunities, particularly for MSMEs and women.

The intended outcome of the FSp is that AMS adopt and implement ASEAN-led policy recommendations and reforms that promote financial inclusion in the region. The programme will achieve this through technical assistance, capacity building and knowledge-transfer partnerships (“expert support”) for the ASEAN Secretariat, AMS, and Timor-Leste, drawing on expertise in UK institutions.

two.2.4) Description of the procurement

The supplier will:

i) Design, plan and agree with FCDO and ASEAN a pipeline of projects that fit with the FSp Theory of Change and achieve its objectives. The pipeline will be developed during an initial three-month inception phase in FY2023/24 and formally updated once each year.

ii) Deploy and manage subject matter experts to deliver the agreed projects for AMS in financial years 2024/25, 2025/26, 2026/27 and 2027/28. This will include risk and financial management functions.

iii) Embed robust monitoring, evaluation and learning practices into delivery and report results to FCDO.

six.3) Additional information

FCDO will host an EME event about the planned programme and the anticipated services required from interested parties. We would welcome those with experience in managing technical assistance projects in a similar context to those in ASEAN. At this stage, the aim of the EME is to introduce the broad objectives of the programme, outline some high principles for its design and management and discuss how the technical assistance could work operationally. FCDO will be keen to solicit the views of the market regarding the most effective means of delivering the programme objectives. FCDO would welcome the participation of both national and international organisations.

Non-participation in this event will not be considered in any future procurement. The purpose of this notice is to explore the market, inform the specifications and help us to decide on the best procurement route and strategy.

Further details concerning the event will be provided on the FCDO Jaggaer Portal in due course.

At the event, FCDO will present the programme and its proposed outputs as well as discussion on a set of key questions listed in the survey.
