UK Shared Business Services Limited (UK SBS) on behalf of the Department for Business, Energy and Industrial Strategy (BEIS) invite you to response to this Request for Proposal in support of the BEIS Heat Network Zoning Pilot Programme.
The purpose of this procurement is to establish a Framework Agreement for the appointment of up to a maximum of 15 suppliers to undertake the role of Zoning Technical Consultant(s).
UK SBS is managing this procurement process in accordance with the Public Contract Regulations 2015 (as may be amended from time to time) (the "Regulations").
This is a Services Framework Agreement being procured under the Open OJEU Procedure Regulations.
BEIS are undertaking two simultaneous procurements in relation to the Programme:
1) Model Development Consultant(s) to develop model(s) to identify heat network zones
2) Zoning Technical Consultant(s) to work with local stakeholders to improve and refine the identification of heat network zones and undertake more detailed feasibility studies
For absolute clarity, this procurement is only to appoint Zoning Technical Consultant(s) and the Model Development Consultant(s) is out of scope of this procurement activity.

ZTCs are required to: engage with key stakeholders in allocated cities and towns; undertake heat network related data collection and analysis; update preliminary model outputs for the successful pilot implementation model using local data and information; and undertake more detailed heat network assessments and project development work, where required, to help progress identified heat network opportunities within zones.
Circa 30 Local Authorities are being invited to participate in the Programme which will comprise of the following:
• 1 City Region
• 17 large cities and towns
• 2 London Boroughs
• 5 medium cities and towns
• 5 small cities and towns
These are geographically spread across the 9 regions of England. The largest cities are those where the zones are most likely to be identified. The smallest town that will participate is likely to be 20,000 residents, which will help the Department to determine the likely extension to which a heat network zoning methodology might apply, and the approach overall will help us identify urban typologies in which zones may or may not be identified.
