Conflicts of Interest: There were no conflicts of interest identified among the decision-makers.

Rationale: The Authority intends to directly award a contract to The Newcastle upon Tyne Hospitals NHS Foundation trust under the Direct Award Process C.

SOTW provide a comprehensive immunology laboratory testing service for Sunderland, Gateshead and South Tyneside hospitals and primary care catchments.

This NHS service requires senior clinical leadership and oversight by a consultant clinician with the appropriate qualifications (FRCPath), experience and expertise to meet the standards for Medical Laboratories as set out in ISO 15189:2022. The service also requires clinicians on a daily basis to review and authorise abnormal results and to provide a clinical advisory service.

Gateshead Health does not have a clinical immunology service (direct patient care) as this is provided by consultants at the regional centre, Newcastle Hospitals.

Without this externally sourced consultant support, the authority would not be able to provide an accredited immunology laboratory service.

This decision to proceed with Direct Award C is based on the following criteria:

• The authority is not required to follow Direct Award A or B.

• The new contract will replace the existing contract upon its expiration.

• The considerable change threshold is not met.

• The existing provider is performing satisfactorily and is expected to continue to do so.

• The provider meets the basic selection criteria.

The new contract will cover immunology laboratory testing service, for a duration of 48 Months and is valued at £148,000.
