Explanation:
"This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award."
Justification as to why this award was made under an urgent circumstance (i.e. why Regulation 14 was applied):
The previous provider needed to withdraw provision of its female PICU beds, for local use, and the end date was confirmed at short notice.
The Authority (SWLSTG) therefore urgently secured alternative capacity with another provider, focused on these main criteria:
1) Patient safety for this very high risk, cohort of mental health patients.
2) Urgency of securing the intensive care beds immediately
3) Location near as possible to home for patients
4) Location in central London for inter-trust liaison
5) Clinical visit carried out in July
6) Value for money - best value on tariff and observations costs.
Contract length is less than 12 months
