Aneurin Bevan University Health Board will shortly be issuing an open tender invitation to the market that will invite prospective suppliers to bid for the provision of electronic applications software specifically developed to aid digital management of:
Job Planning
The creation and on-going management of Job Plans for all Medical staff that are contractually obliged to record their intended breakdown of sessions across the contracted working week.
eRostering
The creation of electronic rosters that identify the required resourcing capacity to fill predicted demand, at any site and within any department across the Health Board.
The mapping of the above Job Plans against the roster schedules in order to plan and utilise the available resources against the sessions that need to be filled
To identify gaps in rosters that cannot be filled from job planning or where there is planned/unplanned absence and to publish such sessions to the Locum/Bank management solution
Locum/Bank
To enable a bank of available Locum clinicians to be collated and maintained and to ensure that such clinicians are appropriately qualified and vetted.
To enable approved locum clinicians to see available shifts, pulled through from gaps in rostering and allow a clinician to take up a shift.

Suppliers are formally invited to express their interest in potentially bidding for the Aneurin Bevan University Health Board Medical eSystems tender. The outline for which is set out below.
All expressions of interest will see suppliers invited to a supplier briefing session that will be held remotely via TEAMS on Thursday 13th October 2022. Expressions of interest must be sent by email to jemma.edwards@wales.nhs.uk The session agenda is described in the below information.

The Process
The Health Board will be going to market under an open market tender exercise in line with the Public Contract Regulations 2015.
The tender will be split into three separate LOTS, with suppliers invited to bid for one or more LOTS based on the products that they have to offer.
There will be a strong emphasis on integration, where suppliers will be expected to demonstrate the ability of their own products to work together to offer such interoperability but also, how they operate an open standards approach that enables their product to be integrated with other third parties.
There will be a supplier briefing day held remotely as a Teams session on Thursday 13th October 2022. That session will be by invite only to those who confirm their potential interest in bidding for this requirement. The session serves to allow the Health Board to describe the products that we are looking for and the approach to interoperability. This will be our express desire for what we are looking to get from this tender and is not in any way predicated on what suppliers can offer. This session will further be used to describe the lots based approach, along with our approach to tender and evaluation. There will be a Q&A session for suppliers to ask any questions they may have up front.
The ITT will be issued to the open market. Suppliers will be invited to put forward bids through the completion of a number of documents, instructions for which will be set out in the ITT document. Those documents will then be evaluated with suppliers being invited to further demonstrate their products, subject to successfully passing the Compliance and SoR evaluations.
Final decisions will be made by the Health Board based on the merits of submissions and associated scoring for the commercial envelope, functional requirements and the demonstrations.
