The City of Bradford Metropolitan District Council is seeking a suitably experienced organisation to provide accommodation and wrap around support for persons being resettled to Bradford via a managed resettlement programmes such as the Syrian Resettlement Programme and the Afghanistan Relocation Programme. Whilst the Council has outlined three lots within this specification the Council is looking to procure a single Contractor to deliver all the lots. It is anticipated that the contract will start in August 2016 and will be for a period of 2 years with the option to extend by up to a further three years (by the means of one year extensions) reviewed annually, subject to the council still having need for the service and the performance of the supplier. All values and figures quoted are indicative only as the Council cannot guarantee future requirements and levels of work that will be required.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

It was set up on annual renewal basis as it's linked with the Home Office Resettlement agreement and as with Government agreements we needed to be in a position to end our contract quickly should the need arise.

The number of beneficiaries supported per annum is:

Lot 1 (Vulnerable Persons Relocation Scheme) - 50-100

Lot 2 (Afghanistan Relocation Scheme) - 15-40 (this service has ended in 2018)

Lot 3 (Vulnerable Children's Relocation Scheme) - Open ended no limit placed

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

he Home Office is now combining a number of different schemes the VPRS and VCRS schemes and another scheme Gateway Protection Programme (which Home office directly contract with Horton) into one UK resettlement scheme. Home Office have said they will only deliver the new scheme with Local Authorities.

The provisions within our existing contract enables us to include support for Gateway Protection Programme clients. We have approval from Portfolio holder Cllr Alex Ross-Shaw and he is supportive of our current approach.

The Home Office have stated finances and terms of specification will remain the same as VPRS and VCRS. The number of beneficiaries will be 250-300 to take into account the GPP clients.
