(1) have the appropriate operator’s licence for the scale of the public transport services required namely a PSV Operator Licence for vehicles over 9 seats or a Taxi Operators Licence with a Special Restricted Operator Licence for up to 8 seats. All vehicles and drivers to be utilised on this contract must have the appropriate licences and other certification as required by United Kingdom law (including for the avoidance of doubt the appropriate insurances); and
(2) will exhibit satisfactory evidence of all such licences and other documentation to the Comhairle prior to the contract start date.

This authority will incorporate a minimum of 10 calendar days standstill period at the point where the intention to award the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved the Public Contracts (Scotland) Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session.
