Staffordshire County Council (SCC) has a legal duty to ensure Children's Community Support (including Domiciliary Care) provision is in place to support Children and Young People (C/YP) with a range of Disabilities who have been assessed by a qualified Social Worker as being eligible for a personal care service within the family home and local community.
Currently Providers support Children and Young People with a range of Disabilities, including Children and Young People with physical and learning Disabilities, autism and challenging behaviours, and many children have multiple needs. They provide a range of Care Packages across Staffordshire which are tailored to the specific needs of eligible Children and Young People.
Similarly, SCC also has a legal duty to offer a range of commissioned community short breaks opportunities, ranging from community-based breaks of a few hours, to overnight short breaks for Children with Disabilities under the Breaks for Carers of Disabled Children regulations 2011.
This programme of support is known as 'Aiming High for Children with Disabilities' in Staffordshire, and augments our in-house and commissioned Overnight Short Breaks Units, and the support of Short Breaks Foster Carers in providing the range of short breaks for Children to give parents and carers a meaningful short break from their caring responsibilities in order that they can maintained for the long term.
SCC have previously commissioned a range of Providers from across Staffordshire to deliver Children's Community Support and Short Breaks on behalf of the Council, contracted as two separate support programmes.
The Council has decided to commission 1:1 Lifeskills and Independence, which was part of the Children's Community Support and Short Breaks offer, as combined service under this Children's Community Support (including domiciliary) Service Specification. It is expected to be able to provide a more flexible, responsive support service that can draw on the Children, Young People and families' existing strengths, and focuses on development, independence, preparedness for adulthood, and provide cost effectiveness.

The provision of Lifeskills and Independence support must:
• Provide a Short Break Opportunity to parents/carers of Children/Young People (C/YP) with SEND.
• Enable C/YP with SEND to work towards individualised, person-centred outcomes with appropriate support to access their local community, preparing them effectively for adulthood.
• Equip C/YP with SEND and their parents/carers with the tools and confidence to actively participate in their local community
Short breaks can benefit and provide C/YP with SEND with an opportunity to:
• Seek appropriate employment opportunities
• Promote independent living
• Spend time away from their parent/carers
• Socialise with peers and make new friends
• Learn new skills
• Keep physically active
• Improve their communication skills
• Access activities which support them to develop self-esteem, confidence, and social interaction skills
• Gain independence.
We want to produce these outcomes by supporting C/YP with SEND to:
• Manage risk, whilst keeping themselves safe in the community
• Develop decision making skills
• Manage money
• Travel independently
• Improve their social interaction skills through modelling by their peers
• Lead ordinary lives, enjoying and contributing to everyday activities
To qualify as a Community Based Short Break Opportunity, any support period must:
• Last a minimum of 2 hours.
• Be facilitated outside of the school day - this can include at an evening, weekend or during the school holidays

The Council has a Statutory duty to provide care and support to children and young people (0-18) (with SEND) and their families in their own home (e.g. personal care, support at mealtime, and moving and handling etc and also in the community (which can be referred to as Community Support and Home Based Care), to help children and young people learn and acquire new skills, and assist them in preparedness for adulthood.
This support is offered following a social care assessment, with the C/YP meeting the requirements of the Children Act 1989, Chronically Sick and Disabled Person's Act 1970, and subsequent legislation.
This care/support aims to aid families to stay safe and well together at home, without an escalation of needs.
The Service will focus on building resilience, maximising independence, following a strengths-based, restorative approach. Providers will deliver a quality and effective Service personalised to each C/YP's assessed need/s.
The support from the Provider must contribute to enabling the family to live and feel supported in their family life with individualised care/support that reflects the C/YP's needs. Providers will produce their own Care Plan and Individual Risk Assessments personalised to the C/YP.
The partnership between the family and the Provider will aim to maximise the potential of each C/YP to assist with daily routines and support the parent/carer to be able to successfully maintain their primary caring role.
The focus of the Service is to promote independence, social inclusion, safe care, positive risk taking, and general wellbeing of the C/YP and their family.

This Service is to ensure parents/carers are supported to take a short break from their caring role and responsibilities when caring for C/YP age 0-18 who have SEND.
The Provider must offer flexible sitting services that can be provided during the day, evening, or night for any length of time, as follows:
• C/YP can be supported in the home, giving the carer time to go out if they choose.
• C/YP may wish to go out in their local community for the allocated hours to pursue their own interests.
• Support workers can accompany parents/carers and the C/YP on outings to provide the extra support required for the whole family unit.
This provision is offered following a social care assessment, with the C/YP meeting the requirements of the Children Act 1989, Chronically Sick and Disabled Person's Act 1970, and subsequent legislation.
The Provider will promote independence of the C/YP through an enabling approach:

The Council has a Statutory duty to provide complex and urgent care to C/YP aged 0-18 with complex needs and/or Disabilities (including Learning Disabilities, Autism Spectrum Conditions, or both, and challenging behaviours) and their families in their own home.
This provision is offered following a social care assessment, with the C/YP meeting the requirements of the Children Act 1989, Chronically Sick and Disabled Person's Act 1970, and subsequent legislation.
Providers will be expected to deliver care/support in an urgent situation/emergency, within the home, to ensure the C/YP Social Care Needs are met. Support will be individualised to the C/YP needs, enabling the family to stay safe and well together, deescalating the risk of the C/YP entering the Local Authority care system.
This support could be surrounding complex care needs, challenging behaviour, and life limiting conditions. The Provider may need to work alongside healthcare and other professionals to deliver care and support.
The Provider must be registered with the Care Quality Commission (CQC) and maintain a rating standard of acceptable or above, to provide personal care/support to C/YP throughout the duration of their involvement.
The Provider must comply with all relevant legislation. The Service will be provided by appropriately qualified staff, in line with the standards set out by the CQC.
