two.1.4) Short description

Surrey County Council and Continuing Healthcare (CHC) NHS Surrey currently run a joint procurement to identify providers for Residential and Nursing Care Homes for Older People, using a Dynamic Purchasing System. A Dynamic Purchasing System (DPS) was set up in October 2021, containing the following Lots:

1. Residential Care with or without Nursing (Older People only)

2. CHC Nursing Care (Older People/End of Life fast track only)

3. Discharge to Recover and Assess (Older people only)

4. Residential Care with or without Nursing (Placeholder, Adults for ASC and CHC only 18-65)

5. Residential Care with or without Nursing (Placeholder, Learning Disability for ASC and CHC only)

6. OP Residential Care with or without Nursing Blocks (Older People only)

The local authority is looking to activate lot 3 and lot 6 in order to procure Residential and Nursing beds on block contracts. Mini competitions will take place at call-off stage with providers who have been accepted onto the DPS. Providers who wish to apply for those mini competitions must be on the DPS.

LOT 3

This will be for the provision of placements with therapeutic input (with or without FNC funding in place) for people over the age of 65 who are being discharged from hospital into a care home for a period up to four weeks.

This Service will support individuals who are discharged from the hospital. It will also support individuals who require a short-term placement for assessment as a community 'step up' admission to prevent a potential hospital admission. This will provide an opportunity for safe discharge, reducing pressures on acute hospital and community health settings and will enable residents to be assessed when not in crisis therefore increasing their chances to maximise their independence and ability to return home, reducing social care spending and inappropriate placement(s).

LOT 6

This is for a variety of blocks for long- and short-term placements (without or without FNC funding in place) for people over the age of 65 with needs eligible for social care or CHC Nursing Care. Lot 1 of the Residential and Nursing Care Contract enables SCC to award individual placement agreements to providers signed up to the contract for long- and short-term placements for older people who are eligible for Adult Social Care (ASC). Through monitoring ASC placement data for Lot 1, SCC is able to identify where we need greater capacity for residential care with or without nursing across the county. This Lot (Lot 6) therefore enables SCC to set up a variety of block contracts to respond to these needs.

The block contracts will provide ASC placements for older people who have been assessed as requiring a care home placement and who are eligible for funded adult social care. The block arrangements can be for any number of placements depending on our requirements and the capacity available in the market and within the Providers home(s).
