two.1.4) Short description
The Gloucestershire and South Gloucestershire Warm & Well Scheme is a uniquely successful locally managed and controlled non-profit delivery partnership for energy advice and support for home energy improvements. The partnership has the Local Authorities at the core, and has been delivered since 2001 by local sustainable energy agency, Severn Wye Energy Agency.
The Council is seeking for itself and on behalf of Cheltenham Borough Council, Cotswold District Council, Forest of Dean District Council, Gloucester City Council, Tewkesbury Borough Council and South Gloucestershire Council to commission the continued delivery of the Warm and Well Scheme in Gloucestershire and South Gloucestershire.
The Warm and Well Scheme aims to reduce fuel poverty and the burden on health and social care budgets caused by cold damp homes, by; promoting the health benefits of energy efficiency in the home, and delivering a programme of energy efficiency improvements which offers personalised support, with the flexibility to offer tailored support for vulnerable households.
In addition, the Scheme aims to promote economic regeneration by; assisting householders with income maximisation through reduced fuel bills and referral to other support agencies and the promotion and support of local related trades.
By its activity to promote energy efficiency and the use of renewable technologies the Scheme also aims to reduce the carbon emissions of households in the area.
Additional funding may become available during the life of the Contract for additional activity in any or all Local Authority administrative areas as and when their budgets allow. It is also intended that the Scheme will submit bids for additional funding in which the successful contractor will be the delivery agent and for which additional management funding through the successful bids may become available.

four.1) Description

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:
The extension of the current contract is being sought under Reg 72(c) because;
(i) New funding under the Sustainable Warmth Program has been announced by Central Government with a bid submission deadline with delivery partners of August 2021. Delivery of the scheme will take place between January 2021 and March 2023. It is not appropriate to procure a new contractor during the delivery of such a program of work as the current contractor has been identified in the bid as the delivery partner. If a change in delivery partner could be negotiated with government, this would cause unacceptable delays to the project delivery given the short delivery time frame. The project will be offering advice and assistance to vulnerable households and a change in delivery partner will cause unacceptable confusion to those households.
(ii) The services required under the contract will not be changed from the original contract.
(iii) The increased value of the contract is 40% of the value of the original contract.
