The Contracting Authority has run a market engagement exercise in the form of a Request for Information (RFI) for Abdominal Aortic Aneurysm (AAA) Screening Programme across the North Region including the North East and North Cumbria, South Yorkshire &

Bassetlaw, Lancashire & South Cumbria and Greater Manchester & East Cheshire (excluding Glossop) – see Find a Tender Service number (20220422-000001).

As a result of the feedback from the RFI, the Contracting Authority needs to extend the existing contract to allow time to address the issues raised by suppliers. The contract will be extended for 6-months from 01 April 2023 to 30 September 2023.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

This extension falls within the requirements of regulation 72(1)(c) of the PCR 2015

(i) The need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen.

Having considered the responses to the RFI from potential suppliers there is a requirement to take account of the request for an appropriately extended mobilisation period between 20 – 36 weeks to allow for recovery of the service of backlogs resulting from

Covid-19; as well as the need to review the viability of the financial envelope offered by benchmarking financial costs across AAA services. These requirements were not foreseeable to the Contracting Authority.

(ii) The modification does not alter the overall nature of the contract. The 6-month modification from 01 April 2023 to 30 September 2023 will not result in any change to the overall nature of the AAA Screening Programme.

(iii) Any increase in price does not exceed 50% of the value of the original contract or framework agreement. The 6-month extension value does not exceed 50% value of the original contract.
