two.1.4) Short description

Aim of the service is to reduce the harm caused by substance misuse and associated risks to young people and their families, by improving young people’s health and social functioning. Address complex and often multiple needs of the young person in addition to their substance misuse issues and to work towards re-integration in their family, community, school, college or place of work.

Increase the number of referrals into the drug and alcohol service in particular from Hospital Accident and Emergency Departments, schools and children & families services; ensure a universal service is more widely taken up by schools and colleges; match or improve on national treatment performance benchmarks; radically increase the numbers of professionals receiving drug/alcohol awareness and screening tool training, deliver support to parents of drug/alcohol using young people, ensure continuity of specialist treatment support for young people past the age of 18 and up to 24 where necessary i.e. complex needs, children looked after; offer support to Young People at appropriate, accessible locations at appropriate times.

two.2.4) Description of the procurement

As well as the specification and indicators within this document, the Service Provider will also need to comply with all relevant legislation, regulations and other statutory requirements as appropriate.

•deliver a Harrow Young People’s Substance Misuse Service for young people (and their families) who are resident or attending education in Harrow

•support young people to stop substance misuse or reduce use if more appropriate

•deliver psychosocial, educational programmes which are based on needs and age appropriate to young people on an individual or group setting

•supporting and enabling universal and targeted children’s and youth services to respond to substance misuse issues

•delivering the broad outcomes associated with the delivery of the young people’s substance misuse service, which are:

•To treat: Young people whose substance use is persistent and problematic. Provide education and support to families whose children are in treatment with young people’s substance misuse services

•To prevent and deter: Young people in universal and targeted settings who have begun to engage in problematic drug and alcohol use

•To identify and educate: Young People in universal and targeted settings who may be or at risk of misusing alcohol and drugs; and to provide information advice, education and support to parents within the universal and targeted sectors.
