two.1.4) Short description

The potential new requirement will be a key element of Government’s reform of the adult social care workforce. These reforms form part of wider reforms to social care set out in the ‘People at the Heart of Care’ White Paper. The potential new requirement is to design four new qualifications that will form part of the Government’s Learning and Development Offer to the adult social care workforce.

two.2.4) Description of the procurement

The Authority may require a Supplier or multiple Suppliers to develop new qualifications for the ASC Sector. The main output will be specifications that awarding bodies can work from in developing their own versions of qualifications. This requirement is currently at the pre-tender stage, the purpose of which is to engage service providers providing an opportunity to: -
1. Get a clear understanding of what business outcomes the Authority requires and ask questions regarding the proposed scope of work.
2. Notify the market and encourage market participation in the pre-market engagement activities that will take place in the development of this project
3. Notify the market of the intended procurement route, to provide potential suppliers the opportunity to join the relevant CCS framework (CCS DPS RM6219 Learning and Training Services).

This requirement focuses on four new qualifications that we want to bring forward for the workforce:

● ● Care Certificate qualification - based on existing 15 standards at level 2
● Digital Skills - new level 3 award and level 5 awards based on the Digital Skills Framework
● Dementia qualification - based on tier 2 of the Dementia Training Standards Framework


A partner will develop specifications for the four qualifications above, working closely with the care sector and training and qualifications sectors.
Anticipated Timeline: ITT phase over October 2022. Contract awarded by end of November 2022. ‘Handover’ of framework specifications to awarding bodies by April 2023.

A potential Supplier will need top work at pace to deliver qualification specifications by the start of the 2023/24 financial year. It is expected to be a 5 month project.
