The intention is to retender the bus routes as they are currently operating to provide replacement services enabling the pubic to access work, education, health and essential shopping and under The Utilities Contracts Regulations 2016 regulation 45 (5) Where a state of urgency duly substantiated by the utility renders impracticable the time limit laid down in paragraph (2), it may fix a time limit which shall be not less than 15 days from the date on which the contract notice is sent.
