BlueLight Commercial is seeking expressions of interest from consultants with experience and expertise within the areas of HR, procurement and business change, to support the four police forces and respective local policing bodies in Yorkshire and Humber to transition to new arrangements.
Background
The Yorkshire and the Humber (YaTH) Regional Procurement function was established in 2012 and is a partnership between the four police forces and respective local policing bodies in Yorkshire and Humber. A new commercial model is being introduced which will dissolve the regional procurement structure and form local arrangements within each of the forces.
The regional procurement function is responsible for procuring and commissioning goods and services on behalf of the eight partners and has been created as a lead force model, with South Yorkshire Police acting as employer and assuming direction and control.
Each partner operates as a separate contracting authority, although where appropriate, collaborative commercial arrangements are put in place with one of the four forces or local policing bodies acting as contracting authority on behalf of all parties. There are therefore a mixture of collaborative contract arrangements and individual contracts that are currently managed by the Regional Team.
Consequently, a decision has been made to dissolve the existing regional procurement structure. Each of the forces are developing plans for local service delivery and now require external expertise to transition from the current regional procurement function to local arrangements within each of the four forces.
We are inviting feedback from companies interested in working with us to help the HR processes and requirements and work closely with key stakeholders and subject matter experts from across the four Forces and their PCC’s to develop a transition and implementation plan.
