1.) This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Devon Integrated Care Board's (ICBs) ("the Commissioner"), intention to commission children and young people's emotional wellbeing and mental health services. The Commissioner would like to understand the level of provider interest in delivering these services.
2.) It may be that a single provider is unable to deliver all elements within the Commissioner's requirement and therefore partnership working may be required. A single NHS standard contract to deliver children and young people's emotional wellbeing and mental health services, in line with the specified requirements is being considered. The Commissioner is seeking to place a single contract, they welcome partnerships, consortiums and/or sub-contractual models, which is at Bidders' discretion.
3.) The geography covered is the NHS Devon footprint and aligns to the three Local Authority footprints of Plymouth, Devon and Torbay.
4.) The contract duration will be confirmed ahead of any formal invitation to tender (ITT) being issued. It is likely be between 2 and 7 years. At present the anticipated start date of the contract will be 01/07/2025.
5.) The proposed model includes digital provision, delivery of evidence-based interventions and a youth work-based approach.
6.) In the contract lifetime a range of potential changes are foreseeable, including but not limited to:
• The geographical coverage of the 'targeted' provision maybe adjusted or additional geographical areas added.
• The inclusion criteria to access the provision maybe adjusted between 0-25 years.
• The access requirements maybe increased, such that the provision is asked to expand its offer, in relation to specific components, or across the totality of the provision, to enable access to more children and young people.
• The commissioners may change to include a range of other partners including but not limited to Local Authorities and schools.
Any or all of the above changes would be associated with a need to vary the contract and maybe associated with additional investment.
7.) TUPE may apply. Any TUPE information will be confirmed ahead of the formal invitation to tender (ITT) being issued.

Overview:

The Commissioner would like to understand the level of provider interest in delivering these services.
NHS Devon ICB is seeking to secure a single NHS standard contract to deliver children and young people's emotional wellbeing and mental health services, in line with the specified requirements. The contract model to deliver the provision may be determined by the potential provider(s).
The geography covered is the NHS Devon footprint which aligns to the three Local Authority footprints of Plymouth, Devon and Torbay.
Outline of services / main requirements:
The Children & Young People's Community Based Emotional Wellbeing & Mental Health Service is a bundle of offers which are being consolidated into a single requirement to enhance and expand the current provision.
The offers will include provision targeted across the 'getting advice' and 'getting help' segments of the THRIVE framework and will include both digital and face to face components. The service is to be targeted towards children and young people aged 11-18 years old who are registered to a GP practice or who otherwise ordinarily reside within the NHS Devon footprint and for whom NHS Devon are the Responsible Commissioner.
It is anticipated that the service offers will include:
- Evidence based face to face therapeutic mental health interventions delivered to children and young people across Devon
- Evidence based digital therapeutic mental health interventions delivered to children and young people across Devon
- Evidence informed face to face advice, guidance and networking support in the form of 'youth work' offered to children and young people in targeted communities in Devon with emotional wellbeing and mental health needs operating a 'young person first approach' aligned with the principles and framework of the National Youth Agency.
- Evidence informed digital advice guidance and networking support offered to children and young people across Devon.
This offer is intended to support the following:

• Improved emotional wellbeing and mental health of young people across Devon

• Decreased attendance at A&E, reduced need for CAMHS, reduced need for primary care attendance
• Reduced young offending rates and contact with youth justice
• Reduced need for involvement of Social Services relating to unmet emotional wellbeing and mental health needs
