The Framework is to support the Council to fulfill its statutory obligations for the provision of advocacy Services. The Mental Health [Care and Treatment] Act [Scotland] 2003 imposed a duty on local authorities and health boards to collaborate to ensure the availability of independent advocacy services within their area. The Act gave everyone with mental illness, learning disability, dementia and related conditions the right to access independent advocacy support. The Mental Health (Scotland) Act 2015 builds on the rights enshrined within the 2003 Act to widen access to independent advocacy support.
