Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (The Commissioner), are conducting a Prior Information Notice (PIN) in order to gain a better understanding in the appetite of the market to deliver Alternative Provider Medical Services for patients currently receiving services at the Broad Street Mall in Reading town centre. The current list size is approximately 12,000 patients, and the practice is a member of a Primary Care Network.

This Prior Information Notice is intended as an awareness communication and an expression of interest is no indication of a commitment to participate in the process nor does it infer any preferential or special status on those individuals and organisations who express an interest. It should be noted that this PIN invites individuals and organisations to express an interest in the PIN exercise only, and is NOT part of any pre-qualification or selection process.
With this in mind, we are undertaking a market engagement exercise to help shape the final specification and to better understand potential interest in delivering this service, prior to formally offering the opportunity to the market.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
Any future tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
