The Police and Crime Commissioner for Gwent wishes to explore the market capabilities and appetite for the services listed in this notice, with the view to conduct a procurement based around the findings and outcomes of this Market Engagement exercise. The service is due for renewal 1st April 2023.

Participation in this Market Engagement exercise is voluntary, and non-participation will not preclude any party or organisation from taking part.

The proposed structure of this Market Engagement exercise will be as follows:

- Initial engagement via PIN (21st September 2022)

- Official Invitation Outlining Event Details (26th September 2022)

- Market Engagement Event (29th September 2022)

This event will take place online via Microsoft Teams, please register your interest in attending and the Teams request will be sent no later than two days prior to the day.

The agenda for the event will be a presentation provided by two stakeholders, one from the Commissioner’s office of Gwent Police and a representative from one of the local authorities within Gwent followed by an open Q&A session.

two.2.4) Description of the procurement

The Police and Crime Commissioner for Gwent on behalf of the five (5) local authorities in Gwent, and the Violence against Women, Domestic Abuse and. Sexual Violence (VAWDASV) Partnership Board may soon be seeking a replacement for Independent Domestic Violence Advisor (IDVA) Services.

The Commissioner wishes to continue to provide a single IDVA Service across the Gwent area. IDVAs work to address the safety of people at high risk of domestic abuse from intimate partners, ex-partners and family members to secure their safety and the safety of their children. Operating as the primary point of contact, IDVAs typically work with their clients from the point of crisis to assess the risk, review options, and develop and implement plans to address their immediate safety, as well as longer-term solutions. Although the Service will not work directly with children under the age of sixteen (16), it will make referrals to safeguard children and adults at risk of harm and ensure appropriate signposting to specialist Services and following duty of report procedures to the relevant local authority when appropriate. The Service will be inclusive and be available for all clients affected by domestic abuse, from all protected characteristics as defined by The Equality Act 2010.

The successful Contractor will be required to work in close partnership with other relevant Services to support overall Service delivery. The Commissioner is seeking an organisation that will effectively deliver this contract but also work as a key partner helping shape the region’s approach to Violence against Women, Domestic Abuse and Sexual Violence.
