The Defence Nuclear Organisation is to sponsor one cohort of 17 graduates for 2 years through the Energus Nuclear Graduate Scheme (ENG). Energus is a not-for-profit subsidiary of the Nuclear Decommissioning Authority. This scheme provides graduates on placement into Defence across a range of both technical and non-technical disciplines for a period of 2 years including placements within both Defence and the Defence supply chain.

Explanation:

Energus is a not-for-profit wholly owned subsidiary of the Nuclear Decommissioning Authority and the default external graduate scheme provider for the majority of the NSDG partners in the nuclear sector. DNO’s requirement for this cohort is 10.96% of Energus’ in-year provision. No other organisation is known to supply sector wide nuclear graduates. It is also the only known provider that offers the model the NSDG needs to bring in the required experience in the Nuclear Sector. The NSST (which is the new delivery arm of NSDG) will be reviewing future requirements for Graduate schemes for the sector and developing the appropriate commercial strategy in due course.

six.3) Additional information

The Secretary of State for Defence (“MOD”) intends to award a [2] year contract to Energus for the provision of graduates on placement into Defence across a range of both technical and non-technical disciplines, each for a period of 2 years including placements within both Defence and the Defence supply chain. The value of the contract is stated above. MOD considers that this contract falls outside the scope of the Defence and Security Public Contracts Regulations 2011 and/or the Public Contracts Regulations 2015 by virtue of the Hamburg exemption and Regulation 12(7) PCR, respectively. In the event that is deemed that the Regulations apply, MOD considers that in accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319), this procurement would fall to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(b)(ii) of the PCR 2015 because competition is absent both for technical reasons.
