Specialist Explosive Ordinance Demolition, Exploitation & Countermeasures (SEEC) Delivery Team (DT) are considering initiating a project to procure a suite of handheld detectors to provide the backbone for specialist and intermediate search users in Defence.

The MOD requires a suite of ground search detectors to provide the following:

A single detector to provide a crush wire, low metal, no metal and metal detect capability (est. Qty 1060)

A capability to provide a wide area Ground Penetrating Radar (est. qty x20) / deep buried detect with bore hole capability (est. qty 130)

A capability to provide a pinpoint metal detect (est. Qty 525)

A capability to provide localised crush wire (est. Qty 1030) / metal detect (est. Qty 115)

A capability to provide passive / active wire detect (est. Qty 250)

The Authority will be purchasing detectors to equip advance and intermediate search teams across Defence. Each requirement will also include an in-service package which may include but not limited to: spares provision, repairs services, safety and environmental management, obsolescence management and technical support.

It is expected that this programme will be split into several procurements, with each project having its own schedule. However, the Authority may also look to collate several requirements into fewer contracts wherever those opportunities arise.

Each contract is expected to have a duration of five years with options to extend by an additional two years. The estimated value of this programme in its totality is approximately £100M.

The Authority is interested in understanding the capabilities in the market to help inform the development of the requirements. Early Market Engagement will be conducted in two parts:

DSEI 2023

There will be an opportunity to arrange a meet and greet representatives of the SEEC DT at DSEI in London on the 12 September 2023. Please contact Maia Harris to arrange a 30-minute meeting. Requests will be treated on a first come first serve basis due to the limited availability during DSEI not all requests may be able to be accommodated.

All information provided at this stage shall not be used by the Authority to down select but shall help inform the development of the requirement and contracting strategy only.
