two.1.4) Short description

The Leicestershire and Rutland NHS Health Check programme should be delivered in accordance with the contractual and statutory requirements of the GMS/PMS/APMS contracts/agreements.

Contracted suppliers must comply with all applicable statutory and other legal requirements and regulations, all relevant voluntary and compulsory codes of conduct, all relevant professional standards and all applicable National Health Service and County Council directives, guidelines and codes, as stipulated in the service specification.

The NHS Health Check is a health check-up for adults in England aged 40 to 74. It's designed to spot early signs of stroke, kidney disease, heart disease, type 2 diabetes or dementia. As we get older, we have a higher risk of developing one of these conditions. An NHS Health Check helps find ways to lower this risk

The NHS Health Check programme aims to improve the health and wellbeing of adults aged 40-74 years through the promotion of early awareness, assessment, and management of the major risk factors for CVD – risk factors that are associated with premature death, disability and health inequalities. This will in turn reduce levels of Cardiovascular Disease (CVD) and associated premature mortality in Leicestershire County and Rutland County through primary care; ensuring systematic and proactive identification and management of patients with ≥10% or greater risk of CVD event in next 10 years (based on a 10-year risk equation).

two.2.4) Description of the procurement

Leicestershire County Council will be the lead Authority to procure NHS Health Checks. The Authority is conducting this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the Public Contracts Regulations 2015 (SI 2015/102) (as amended) (“The 2015 Regulations”).

This contract is similar to a Framework Agreement but under the Light Touch Regime (LTR), which will commence on 01 April 2023. This will be in place for an initial period of 1 year, with an option to extend for a further period or periods up to a total of 36 months in twelve monthly increments, taking the contract term to a maximum of 4 years.
