NHS Buckinghamshire, Oxfordshire and Berkshire West ICB is commissioning planned (elective) inpatient and day case surgery and associated outpatient and diagnostic services in addition to cardiology services to ensure that supply meets the demands of our ageing population, that Service Users can choose a provider that most suits their individual needs, that quality and safety are central to provision and that the service does not adversely impact the ability to deliver local comprehensive services.

The Commissioner is directly awarding, following direct award B accreditation process, a contract to Royal Buckinghamshire Hospital in accordance with the criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The contract term is 10 months with no option to extend. The 10-month contract period commenced on the 1st June 2024.

This procurement has been carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

two.2.4) Description of the procurement

NHS Buckinghamshire, Oxfordshire and Berkshire West ICB is commissioning planned (elective) inpatient and day case surgery and associated outpatient and diagnostic services in addition to cardiology services to ensure that supply meets the demands of our ageing population, that Service Users can choose a provider that most suits their individual needs, that quality and safety are central to provision and that the service does not adversely impact the ability to deliver local comprehensive services.

The key objectives of the services are:

• To deliver high quality, value for money elective care services in accordance with good clinical practice in respect of clinical services and in addition, good industry practice in respect of services other than clinical services.

• To maintain capacity that supports the indicative commissioned activity of the commissioner, thus ensuring delivery of the agreed referral to treatment times.

• To maintain access to a range of elective care services thereby improving NHS patients' free choice of provider and control over their care and treatment.

• To provide the NHS patient with the choice of named consultant-led team for elective care where clinically appropriate.

• To ensure the provision of safe and effective elective service provision to NHS patients.

• To continually improve the quality and value of care for NHS patients in line with current good clinical practice.

• To achieve the agreed referral to treat waiting times whilst supporting the local context of "recovery" where waiting times in other parts of the system may be greater.

• To achieve and wherever possible, improve upon elective care services clinical pathways.

• To maintain levels of capacity of elective care services for NHS patients.

• To provide a service in line with the recommendations of the National Service Framework for Coronary Heart Disease, NICE guidance, National Stroke Strategy and BACR standards.

• To provide a seamless service, with effective communication across Primary, Secondary and Palliative Care Services as appropriate.

• To improve the quality of life of Cardiac patients.

• To offer a patient focussed clinically effective and efficient service in support of delivering timely treatment in accordance with local and national targets.

• To provide individuals with an accessible, flexible and responsive service that is evidence based and both clinically and cost effective.

• Timely access to specialist individual assessment and the development of an individual management plan.

• To deliver a cardiac rehabilitation programme, including access to appropriate exercise component, for all appropriate patients.

• To provide case management for the more complex/compromised patients e.g.. those with heart failure

• To provide effective and efficient clinical care through optimising treatment in line with NICE clinical guidance, regular monitoring and documentation of appropriate advice and treatment. Risk factor management, education (lifestyle and condition management) psychosocial wellbeing and exercise.

• Defined support mechanisms for both patients and carers to enable the management of their CHD condition to be shared responsibility between the patient and healthcare professional.

• To promote use of appropriate anti-thrombotic therapy, taking into account stroke risk and relevant contra-indications.

• Provision of a Quality assured service
