four.1) Description

four.1.1) Type of procedure

Explanation:

The Department is reliant on the advice and expertise of Parliamentary Agents to ensure the necessary post Royal Assent commitments and processes in relation to an Act are satisfied. The incumbent service provider has critical knowledge and specialist expertise to continue to provide the advice for the remaining stages of the High Speed Rail (West Midlands - Crewe) Act 2021 . Without the support from Parliamentary Agents, the Department and/or HS2 Ltd would have insufficient legal expertise to advise on the Phase 2a Act to ensure that the post Royal Assent stages are carried out in an effective and timely manner. The appointment of a new supplier at this stage would delay the Act given the incumbent provider already has detailed knowledge of the Act and there are no reasonable alternatives in the timescales necessary. The Department is also consulting with colleagues on how to procure a new contract to cover Parliamentary Agent services for HS2 Phase 1 & 2a whilst Phase 2a is progressed.
