two.2.4) Description of the procurement
This is a Prior Information Notice for information only, to communicate that the Authority invites interested providers to attend a virtual market engagement event for the East of England Region Home Oxygen Service contract opportunity, which will be broadcast via Microsoft (MS) Teams Live Event on Monday 18th September 2023.
The “Services” will comprise of the following components:
(a) Responding to Home Oxygen Order Forms (HOOFs) for the Installation and Supply of Equipment, including identifying and providing the agreed equipment, facilities and services required to meet all the requirements set out in the contract and the Home Oxygen Service Specification.
(b) The ongoing risk assessments and servicing of equipment.
(c) the removal of Equipment for deducted patients E.g., upon request from a clinician (i.e., Relocation, safety incidents or deceased patients).
(d) Proactively checking for deceased patients and remove from the billing reports.
(e) Routinely recording electricity usage during risk assessment / servicing visits. Identifying and processing the re-imbursement of electricity costs.
(f) Providing business management information as set out within the Contract.
(g) Installation of equipment and the provision of consumables related to home oxygen supply to service users.
(h) Provision of a portal which complies with the minimum requirements set out within the Portal Service Specification contained within the tender documents.
(i) The service will be delivered 7 days a week to support patients being discharged from hospital during weekends and bank holidays and reduce the requirement for urgent 4-hour Home Oxygen Order Forms (HOOFs).
The Live Event will occur on Monday 18th September 2023, from 10:45am to 11:35am.
The format of the Live Event will be a presentation from the Commissioners (10:45am - 11:15:am) followed by a question and answer session (11:15 - 11:35am).
All organisations wishing to attend the event must complete a booking form via the eProcurement portal no later than 10am on Wednesday 13th September 2023. The link to enable you to access the Live Event will be provided via the eProcurement Portal Message System, 48 hours prior to the event. PRCOURMENT TIMELINE

In order to run a robust procurement process, and to ensure continuity of service, the existing contract with the incumbent provider will be extended from 1 October 2023 to 30 September 2024. The ICBs will rely on regulation 71(2)(e) of the Public Contracts Regulations 2015. The target date when the new contract will 'go live' is 1 October 2024 (as indicated above).
