two.1.4) Short description
Cheshire East Council is seeking to appoint a single development partner for the residential development of two sites within Crewe town centre – Delamere Street and Chester Street. Development partners will be required to submit proposals for both sites for their tender to be evaluated. Cheshire East Council are seeking submissions which can evidence a clear approach to planning, development and management of mostly affordable housing, as the developers will be required to manage and maintain the properties. The successful partner will be expected to progress the proposed development through the planning process at their own cost and risk. Cheshire East retain the right not to award the contract and withdraw the sites and the opportunity. Both sites are located within Crewe town centre and are currently used as local authority car parks. Cheshire East Council will undertake the required process to declare the car parks surplus and these will be transferred to the successful bidder on receipt of planning permission. Once developed, these two sites will form part of the wider regeneration of Crewe town centre, which has been progressed by Cheshire East Council over recent years.
The ambition is to create a vibrant residential area within the centre of Crewe, which will incorporate both family housing and an extra care home, transforming the perception and liveability of the urban housing market in the town. The vision is to establish a residential environment, in which people aspire to reside, enriching the houses offer within the location and complimenting the historical railway cottages. The residential area will also see the establishment of shared spaces and public realm. The development will be an exemplar proposal, which will showcase the art of the possible within a town centre location, demonstrating longevity and creativity.

Th Council is issuing this PIN notice as a means to advertise a market engagement event to be held by Microsoft Teams on 26th September 2023 13:00-14:00. We welcome feedback from the market on the council's ambitions for the site and wish to gauge the level of interest and address any issues with the specification. The intention is to hold a competitive procedure with negotiation commencing in October 2023.
