Explanation:

The service can only be supplied only by a particular economic operator for any of the following reasons:—(ii)competition is absent for technical reasons.

The organ was originally commissioned by the Council in 1956 from Harrison & Harrison to design, build, and install it (bespoke design). The organ needs to be disassembled, removed and stored safely in order to protect it adequately during the current refurbishment works at the Hall. As the

original manufacturer and installer, Harrison and Harrison have the original drawings and expertise required to reassemble and recommission the instrument.
